Signing Into Play Games Show a Continuous Loading
If you haven't already can you please try holding the power button on the console for 10 seconds until it shuts down? That should hopefully solve the issue.

I've tried shutting it down and restarting it but still nothing. After posting this, it was fully working on the night time, but just the other day it started again. I don't know if it's something to do with the Xbox Live service? Only works when i'm not logged in to my account.

I have been having the same problem with every game, pretty much since xmas day. The hard reset sometimes works, but I didn't buy a console to have to hard reset for a chance to play a game.
I had some success when I switched the network off, but I needed to log back on to do something, and now even offline there is a problem.
I spent over 40 mins with chat support and got no where, the thing is I have effectively £1,000 hardware and software plus an annual payment to not be able to use my Xbox one....
Someone suggested these 3, but I have not had a go on the first two options, and as I said the third one works sometimes.
Clear Persistent Storage
Go to Settings -> Disc & Blu-ray -> Persistent Storage and hit "Clear Persistent Storage" - This is apparently a non-recyclable "temp" area for the OS. I'm guessing that its public writable, which would mean that there may well be various lock files in there that could get corrupted, thus cause issues.
Clear Alternate Mac Address
Not sure why this one would help, but I actioned the two tips combined, so placing here for completeness. Go to Settings -> Network -> Advanced Settings -> Alternate Mac Address -> Clear. (This may well force a restart)
Cycle Power
Cold reboot. Hold the power button down (on the system) for around 10 seconds. Then unplug EVERYTHING! Leave for around a minute. Then reboot with all your devices and peripherals as normal.

i have the same issue with ALL my downloadable games. they start and when it goes to load my data... NOTHING and i say it is extreamly frustrating
